What is the deal?

I go to pcpitstop to check my computer out once in a while and I am getting  uncached HD speeds of 26mb/s and is says I should be up around 50 mb/s :-[.  Why is this and is there anything I can do about it?  I have a 60.0 GB 7200 RPM HD with 12.8 GB free space.
