To which of the above hardware devices would you attribute the problem of a 3D cube rotatating as it should but catches at intervals of about once a second? By catches i mean it seems to stop briefly then jerk like its catching up to where it should be if it had continued to rotate without stopping.

Sounds like a software problem. Do you have any kind of monitoring software running?
Yes, the same goes for ATI cards. And if you're still having the same "tick" on a regular basis, then my guess is there is software running that's interrupting it.But remember I have a Nivida card so this might not hold true for ATI.
