I've had this problem for a while, when visiting some web sites (like the local weather radar page) my screen flicks off and on once and everything is quite blurry when it comes on. At first I thought it was my eyes

but other people have confirmed that it is the PC. I think it is my video card since this never happend before I got it. Help me!

sounds more like somthing that the web page is doing to your pc if it only happens then!!
Check your screen refresh rate once u get the flicker. Maybe somthing is altering the HTz your monitor is refreshing at.

Thats not it, I checked. It also seems to go away when I close the browser window.

I was having something similar happen to me which made me think video card.
After surfing the web for awhile the screen would flash and everything would blur and sometimes enlarge so big you couldn't find the "X".
I realized this only happened while on the web. Seems I had some type of hijacker in my browser, scanned with everything possible and removed anything found, no problems since!

Thats not it either. It only seems to happen on Java pages. Very odd.

I dunno but it sounds to me like a browser setting or browser conflict with a graphics setting.
What this reminded me of is when veiwing the 3D furry square in ATITool and turning on the temporal antialiasing it would loose any definition and become real fuzzy.
Also, IE is integrated into windows desktop as is your graphics card. Maybe try a different browser like firefox or opera and see if it still happens? IE has settings to ignore some graphics and web page html, maybe try turning some of that off...

Oh yeah I had a thing once if I loaded a java page everything grew to twice the size it should be and I couldn't see half my screen LMAO.
I had a conflicting JAVA program or summin like that. I removed all things to do with JAVA and then went and re-downloaded it and didn't have any problems after that. All it was doing was altering the screen res but not actually fitting it into my monitor screen for some crazy reason.

I was going too ask are you using IE?
If so try something different, don't get rid of IE because some stuff in Windows, and some program will only use IE for updates , ETC.
But I would recommend Netscape, or Firefox and set it as your default and see what happens.

It appears to have been the Java plugin, I uninstalled it and it did not happen any more but I have to reinstall it now or java pages won't work ::)

www.java.com and get mine. Like I said I think I had two versions accidently installed at one time and IE was getting confused which one to use, but I cant remember how the hell I figured it out or sorted it :(

I've noticed this behaviour on some websites since i've installed the latest drivers from Nvidea for my videocard...
Doesn't happen that often and strangely enough only under netscape...
www.fs2000.org always has it in Netscape, but no problem using explorer...
Strange...

Strange...
Yes but very interesting!!
I have used Netscape for as long as I owned a computer and like it because I have had almost zero trouble with it, where as IE well I won't go into it.
But I just went to the site in your post and I'll be damned if it didn't act strange!!! Used IE and everything was fine.
Guess this proves a point that certain sites just won't work correctly using a different browser???
The thing about the drivers is something worth looking into more.
