OpenGl? Directx? is OpenGL updatable on a card

If I buy a video card that supports OpenGL 1.3 and not 2.0, does that mean I can't play cfs3?

Also, what is OpenGl, and is it necessary for me to buy a video card that supports the latest openGL version, or could I download the openGL and install it, even though the video card specs says that it doesn't support it?

Also, same two questions regarding Dirctx??

For starter's, CFS3 is a DirectX 8 game, not OpenGL.

You can run the latest versions of DirectX and OpenGL on older cards but they won't exploit the full features of the new driver.

If you are planning to buy a new card, get one that's Geforce FX5200 and above or Radeon 9600 and above. They support the latest versions of DirectX and OpenGL.

Open GL was the favourite for the range of 3DFX Voodoo cards, (I still have all of mine), and was necessary for playing "older" games.
So for me, playing my "older" games it is often necessary for me to have Open GL drivers included, otherwise I don't know if it's of much use now...?
