Dell FP 19" ATI RADEON 9800XT configuration

Dear friends,
I just get
DELL Dimension 8300
3.2 GHZ
2 Giga RAM
240 Go Hard Disk
Flat Panel 19"
256 MB ATI RADEON 9800XT  
I would like your help to configure the system because the screen freeze and the weather and pictures are not very clear as it was on my last old system with Card graphic GeForce 4ti...  Please advice.

Max out the game's display settings, then wind them back as or if required to get good Frame rates

If my PC was to that spec and I had to wind the settings back I would cry  :'(
