lower timing = faster result
the only way you can take advantage of DDR2 1066 is if you clock or set it up manually in the BIOS
you must make sure it is running DDR2 1066 (533MHz) at 5-5-5-
The board will require a FSB clock and the CPU clocked (unless the multipler is available) on the right memory divider to run 1066
You need to learn about your BIOS from the manual and make sure your processor will run the needed speeds to meet the requirements of the memory to run at its rated speed.

That board will do 1066 but only on an overclock

I really do not like suggesting budget boards because they are so hit and miss for performance and stability in a clock,.. however I do know this one will do about 408MHz max

So you can max out amy CPU that has a 9 multiplier and does 3.6GHz or a 10 multiplier and does 4GHz

We don't know how well that board will run that RAM; we don't know all the FSB : DRAM ratios available from it, or what it's capable of. It says 1066 by overclock, so I assume you're going to need to increase the FSB to get your moneys worth out of that memory, as the motherboard may not allow full DDR2-1066 unless you do so. I'd look at overclocking reviews from people with similar memory, BIOS options, and a read of the BIOS manual.
I don't think all that hassle is worth it, and to expand overclocking options, just buy a better board. I don't like that mobo because it's el-cheapo and 1066 by OC. The cheapest overclocking board I know is the Gigabyte P35C-DS3R which should be about $110 AUD. It should do 1600 rated FSB and DDR2-1200; which should be advertised on the front box.
E7200 should do 3.2ghz on stock cooling, easily.

It will do 1066 stock, 1200+ overclocking; I have a slightly different version of that board; a less capable one, which is indeed has DDR2-1200 and FSB 1600 advertised on the front box.
That P5QL Pro looks good.
