You are on DDR2 not DDR3

Your target FSB and memory lantency is between 400-435FSB depending on the memory ability and running a divider of 1:1 @ DDR2 800-950 @ CAS3-4 MAX or 5:6 @ DDR2 1000 CAS4

Nick, with 4Gb RAM (2 x 2Gb) will I be able to hit CAS4 at DDR2 1000?
Like 4-5-4-12?

I can not make that assesment.. when it comes to clocking the success or failure is related to 2 things...

Purchase of components which meet the spec the user wishes to run

Luck of the draw in stability between the parts, the motherboad and the BIOS

Your Vcore is fine however never exceed 1.45-1.5v on a 45nm processor or unlike the 65nm it will burn up even if the temp is good. "tick" processors are designed differently from others and their clock controller can be damaged regardless of safe temp, unlike the 65nm cores.

CPU PLL is a setting in the BIOS which stabilizes the NB to CPU memory controller in higher FSB. If the setting is not available it is because the motherboard/BIOS does not support changing the value.

Voltage changes with a 45nm processor are not strait forward like they are with a 65nm. One needs to research to find out what is and is not safe with the proc they are using and the motherboard. I do not know those specs since I do not work with every motherboard and BIOS on the market. I have to research like everyone else.

Thanks Nick-I learned some things:

Like my Q6600 runs 9 x 400 FSB and I'm running the 5:4 divider for DDR2 1000 at CAS 4-5-4-12 using 2Gb.
