I advise getting the latest drivers off nvidias website and updating drivers like your motherboards chipset driver. Also check to see if you have disabled your onboard graphics if thats what you were using before and removed any previous graphics drivers. If that fails I would suggest reformating and updating your motherboards BIOS to the latest version. Unless the rest of your pc is very very crap you should not be getting 15fps. I get more than that with my pc which has alot less powerfull graphics card than a 7900gt.
Your performance been so low suggests to me more than a hevily fragmented disk.
could you post details of the rest of your pc?
*ah I see the scrolling... yeah you should have alot more than 15fps!
