A bit of a sound/Graphics issue

Ok I thought when I played HL2 and quick saved I just had a freak problem, well today in FS with the MAAM DC3 I had the same damn thing happen, I switched view, my sound started to go really annoying like

Ya I had this problem start after the most recent update of windows. Basically what I did was defragment my drive, and that seemed to take care of it. Also I've noticed that it only does it when my CPU hits above 90% useage.
