Just in case someone still uses Win9x, the above method can not work because there are no administrative shares (like C$) in Win9x. With Windows 9x you must install File and printer sharing, and enable file sharing, on the PC that will act as server. Then you'll have to share the C: drive. And of course Client for MS Networks must be installed both on client and on server.
You can directly plug the two computers if you are not on a LAN, but you'll need an Ethernet crossed cable, a regular straight one will not do it. And you should also ensure that both computers share a network protocol (for Win9x NETBEUI was the way to go because it needed no further configuration; with TCP/IP ensure that both boxes are on the same logical network, say 192.168.1.0, same subnet mask, say 255.255.255.0, and that they are set up with different addresses, say 192.168.1.1 and 192.168.1.2).
