If the glitch happened after installing the new driver, go get a different one. Try turning off anisotropic filtering as a test.
Are the water textures an addon? Or game default? Did you add a framerate tweak texture file?
Re-install the game, or rename the one you have now, and install a new game and see if the new one works. If not, you can delete the new game and rename your old one back. There are a couple of locations on c: that have other fs9 files in them, so save those too if you want your saved flights and FS9.cfg file backed up.
Hmmm. I'll bet there could even be a fs9.cfg fix, but only if nothing is actually corrupted.
I have actually seen the wave blocking as you describe, but I think it was just a graphic setting, like anisotropic filtering set too high, not sure.
