I have IL-2 1946 (the latest full game, boxed.)

Am I correct in my indications that version 4.08 is the latest patch/version available not including any non-official patches/betas? Is this what everyone else will use when we do online dogfights?

you need 4.08 to play online

'46 alone havs 4.07 so latest is 4.08

4.09 is beta (for about 10 months now)
