DPED problem

When I go into the payloads box to install weapons, the payload pulldown menu is blank like its not reading the scenedb files. I've already reinstalled DPED a couple of times but hasn't helped. DPED is creating an error log file but doesn't say what is causing it.

I have found similar problems in DPED 1.1
I just edit it in notepad adding the necessary info and then re-opening it up in DPED and it shows the infomation then. Just use an existing DP from stock as a template.
