P3Dv5.4 Rudder doesn't move

I downloaded the CRJ-900 by Chris Evans. The plane turns properly with the joystick. When sitting still, the rudder moves correctly. As soon as the plane starts to taxi, the rudder stops moving. Anybody know what would cause this?

The nosewheel steering disengages the rudder during the taxi.

During takeoff the rudder and nosewheel move together.

After takeoff the rudder becomes fully moveable again.

OK. I thought something was wrong since this is not how the default planes in FSX and P3D seem to work. The rudder always moves either taxiing or in flight. Thanks for the reply and info.
