Is realistic TVC( F-22,Su-35) possible with the newest version of Prepar 3D or Prepar 3D in general ?

The P3D F22 was supplied by Iris, some info on thrust vectoring within FSX in this link:

The same probably applies to P3D. Not a definitive answer to your question though.

It's always the same: the internal physic engine of FSX/P3D does not support thrust vectoring.
It can be implemented by external modulesm though. But nobody did it yet. The only tentatives of thrust vectoring were done for VTOL operations, in which aerodynamics can be ignored.
Thrust vectoring "in flight" might be much more difficult to implement.
