How are weapons edited? How can one change the strength or firing rate of a given weapon?

I do not know like you firing advises can change. But strength you change in such a way: select them the weapon which you want to change. Then you open the suitable folder and do in Adobe acrobat xml a legal click and click on " open with ... ". There you choose the Notepad. Then you see before yourself:
