3.1 patch?

Hate to ask a stupid question, but wheres the patch for CFS3 3.1? I saw the CFS3 page on microsoft, but it didnt come right out and say which patch I wanted. Saw developer and add on scenery stuff.
Did see the no CD crack, but still need the 3.1 upgrade.
