Read this thread that will point you out to other threads. You'll have to edit a file called compositescenerybudgets.xml in the terrdata folder, then delete the .zx files (regenerated) for the changes to come into effect.

Thanks alot. I got some new budgets from one of those links, looks a lot better now.
