How can I add superspoilers to an arcraft in CFS3 for carrier landings.

On isoliti4gatti (btw what does that mean?) it says to change

spoiler_limit = 60 (or something)

with

spoiler_limit = 19860
on the arcraft.cfg if it already has spoilers if not you need to edit the .air file.

What program do I use to edit the .air file?

With AirEd, I believe.  This was a while ago, and there might be a better replacement by now.  But it sure worked like a charm in CFS2.
