Moving airbase and starting ground offensive?

In the campaign how do I move my base?  I have some Idea, and I followed the directions.  But when ever I try a box with all this writin' in it saying I'm doing it wrong and telling me how to do it right comes up.  But I just did it that way...And starting a ground offensive I just don't know how to start.  Anyone know how to help?
