do you have a router?

if no, check latter this post...

if yes... check up in the multiplayer forum. you need certain ports on your computer for FS to work. and firewalls need to be correctly set as well.

if your router has a name and password other than:

user:admin
pass:password (or no password)

then you need to request access or have the ports open from your network admin.

172.188.31.184 this is ip for today as it keeps changing due to the server not being permanently on

ouch, a dynamic IP. you wont get a 24/7 with that.

now is that your WAN-IP* or your LAN-IP**? cause if it's a LAN, we can't connect. if it's WAN, try and query your ISP about Statc IP. this way you can run a 24/7 without any problems (IP wise... ;))

* - the IP thats used on the internet.
** - the IP used in home networks, usually starts with 192.168.xxx.xxx or 10.71.xxx.xxx, not always the case though
