What are they and what would you need to create or alter them?

You can also use FSSC :)

I think there's also a BGL Decomplier, but I'm not sure where I saw it ???

I didn't answer this before as it's not that simple. Basically a BGL file is similar to the MDL format & was originally used for defining scenery. In CFS2 the BGL format is also used for external weapons. The available utilities for creating them will depend on which type of BGL file you wish to know about. Editing existing BGL files require experience & is a job for the experts. IMHO

You can create your own .bgls using FSDS 1 or 2. as  location set scenery bgl or as a macro that can be used in the Airport2.o and FSSc programs mentioned above. I also think there are a couple of design programs in the scenery design section here at Simviaton. There are also macros avalible for download, for use in scenery design. Check in the scenery design forum for more detailed advice.
