Several reasons. Here's three.

1. It can take time searching for outside links. This slows the forum down.

2. If the hosting site goes down for any reason the image will not display.

3. Many websites actively discourage stealing their bandwidth by linking to images hosted by them.

Ahh, okay. I thought it had something to do with this site's bandwidth, which is why I couldnt understand how linking to an off-site image wastes this sites bandwidth.
