They are people who've deleted their account. Several people have done this of late by accident (including Clipper)

How about John_uk?
I've seen his sig, but am not sure as to if he put it there or not?
Plus he says hes been banned but yet he's not an ex member? :-?

yes but how do they get back on if there banned? (IP logged) surely once your banned then you shouldn't be able to get back on (strange)
Dave :-?

Banned & ex members are 2 different things.
Banned members accounts should still exist. 'Ex members' accounts have been deleted - very often in error.
There could be many reasons someone would delete their account. Is it really interesting? :-?
People come & go all the time .... who cares? 8-)

Banned members are not posting new posts, though you might find something by them in a current thread if they were banned recently.
People who rejoined after deleting for whatever reason often take the same name, so you can find both Clipper and Clipper (ex-member) on the site, for example.
It does seem to me though that sometimes people newly post, and they have the name "ex-member" in their account - which IS strange, so I know what you mean. Perhaps they reactivated it, or Yabb reactivates it automatically if they rejoin with the same IP/email etc? I don't know. Maybe I just imagine it.... ::)

(As a preface, I ask for your tolerance, as I have just had an unknown quantity of shochu, which is some form of paint thinner that they serve as a beverage here in Japan.)
I want to be a Pie-Loving Member. Ex-Members . . . Banned Members . . . gosh, I hope I am never either (though after this post, who knows?). I do know that I like pie. And SimV. Please, don't make me decide which I like more. That's like comparing Cessna's and Boeing's. I mean, pie is pie, and Airbus has made a building that flies sideways.
More seriously . . .
These things are just the way the world works. My suggestion is, if you find someone else here that you like and have a connection with, get to know them and, if you both are amenable to the idea, exchange e-mails. That way, even if you get banned for drinking and posting (please, please, please, Pete, forgive me, for I know not what I do . . . especially after those last two shots), you can keep in touch with your friends, even outside of SimV (perish the thought).
Beyond that, I think it is all about the flying. And that is something you can share with any other aviation and flight simulation enthusiast here. Makes me feel, truthfully, very lucky.
Rambling unstably,
