I think using a water bomber was justified because the burning truck could have started another major fire.

Last year a truck load of cardboard had been smoldering for hours before the driver noticed. The powers that be had to close the highway for 18 hours because they had to bring in heavy eq*uipment, break the trailer apart and spread the load across the highway to water it down.

* The Q is the most unused key on my keyboard. It's worth noting when I get to use it!
