That would be funny, but they're not. They're both too fat, so they're kicking one leg up at a time to make it look like they're off the ground.
An explanation for this behavior? There's a bar at this beach.

Oh yeah. I took a closer look and you're right. Still funny, but why would someone purposefully stand face first in jetwash like that? I have seen that other video by the way.
