Little children who are clever at programming Video Recorders and reaching the last stage in Video Games, are quite capable of building such a structure to give the Train Passengers a thrill during their boring journey to and from work each day*... ...!

I thought it was German, but the letters look Scandinavian.
"Det finnes mange sma ingeniorer. Vi gleder oss til de blir store." The A in sma has that little circle over it, and the o's in oss and store have a strike through them.  :)
