Who am I and what event happened in late 1972?

Pilot Bill Haas says Castro praised him for skill in landing plane, crippled when FBI shot out tires. Hijackers to be treated as criminals. Acting FBI Director L. Patrick Gray says he ordered plane's tires shot.
