Indeed it is! Still have not figured out how to get the refueling boom to come down.  :-?

first open the main panel and click the button circled

then you click the button circled again and it should turn green

theres 2 different things that come down. the boom in the pic above and the other one that refules the choppers and hornets with the cone thing. theres one button for each, not sure what the other button is but you gotta play around to figure it out like i did. :)
