Irfanview will not mess up your computer and is a highly reccomended bit of software for resizing and compressing images.
So long as it is downloaded from the official site, expect no issues from it.
I can't even get your link to work, the image must be uploaded to SimV.

Irfanview will not mess up your computer and is a highly reccomended bit of software for resizing and compressing images.
So long as it is downloaded from the official site, expect no issues from it.

also Picasa (made by google) works good too. Plus you can always upload to photobucket, resize there, and then download again.
