This always happens with the DX10 preview, only a small amount of the water is detailed...
I have it set at Max...

It may be an issue your card has with DX10, try getting the latest drivers
If the info in your sig is correct your card should be more then capable of displaying the water textures.

Everything in my signature was taken from the DX Diagnostics tool...

Driver probs. Update or roll back or don't use DX10.
