Seems a russian pilot and the cockpit seems also in cyrillic. But no idea of the plane.

the brown lip on the top of the panel tells me its open.  There doesn't seem to be any room for a canopy.

It's more of a strangely lighted or falsely coloured glareshield.
Helmets and open cockpits don't fit.
