How can you get that cool Harrier for Strikefighters, and another question, can it hoover ?

How can you get that cool Harrier for Strikefighters, and another question, can it hoover ?

The Harrier can be downloaded from BioHaz Central.
And as for hovering, it uses the "super lift" flap idea.
So it can kind of hover, but you have to be flying slowly.
