The "stationary fan" you're talking about is in fact not a fan at all. It's called IGV, short for inlet guide vane.
One of its purposes is to direct the airflow so it hits the LP compressor (N1 stage) at the most efficient angle.
I think newer engines uses a similar technology, but the "IGV" is re-located behind the N1 stage, so you can't see it.
