By reading this topic am I to assume that using any freeware addon that was created with a payware product is grounds for disqualification?

That is what is being said here.

How the heck do you plan on policing that?

Well for starters, he admitted to using it, and that's how the topic came up. And generally how it would be policed (we're a fairly honest bunch.
