Thanks for the comments ..... to answer your question Shane.

The original picture had no horizon or real contrast in it as it was taken on a frosty and  foggy day. To get the illusion of a horizon, if somewhat soft, I used a coloured gradient with blue at the top, yellow in the middle and magenta at the bottom. Add to that a gradient blur bottom to top with Hard Light as its preset and that's more or less what you get. Everything else is about contrast and brightness.
