Wii is correct. It's for unloading, and turning around. They are often referred to as "Hot Pads". This method provides a quick and efficient turn-around time. If you look at a few other USAF bases you will likely see the same design.

If you look, it is behind the hanger. Taxi in, out, turn around and back in to the hanger. Bearing in mind where this is, it would save time getting the aircraft under cover. No need to taxi up, stop, attach a towing arm and pushing back the aircraft. The fact you have a picture of said subject should give a slight clue, don't want "things" out in the open for longer than required.
