Photo Editing Software?

I was curious to find out what you guys think is the best inexpensive photo editing software (around 50 or 80 USD or so) is.  I've always heard photoshop is the way to go but was curious if anyone else had any other opinions.  I currently use Microsoft Office Photo Manager for simple cropping, rotating, and resizing and am looking to upgrade to something better in the near future.  Thanks in advance!

I have Paint Shop Pro 7 which I use when I need its advanced features - for example; repainting FS aircraft textures. However, I prefer IrfanView for things like cropping, rotating, and resizing my photos for posting here. I take an awful lot of photos & I find it quick & convenient. I've used it for years & can post-process a photo in IrfanView in less time than it takes to fire up PSP. I defy anyone to see the difference. The best thing is that it costs nothing. ;)

Photoshop elements... It's a scaled down version of the "real" Photoshop, with the tools most people use, without the pro-utilities, that only grafic designers use... It costs around

Im with Omag. Photoshop Elements is great! I've actually got Photoshop CS2, but hardly ever use it...for most things Elements is good enough. Its also a bit nicer to use I think, though i did learn on it....

But yeh, PS Elements would be a great choice  :)
