What is this plane used for?

does anyone know what this plane is used for?
because what is a "United States of America" plane dooing in Canada
when Detroit (USA) is less than 10 miles away!

I'm guessing that it is a dc-9?

Looks like a DC-9 to me...

Perhaps carrying ministers on short-distance trips?

Not sure why it was there or who it was carrying, but it is a VC-9C, a variant of the DC-9 spec'd for the USAF as a VIP transport.

Interesting to note the reversers are engaged. Could it be performing an ever-elusive power-back?

I think those are used by the Navy as personnel carriers. Not sure though.

yup, as all have said it's used to transport higher ups in the government here and there... ::)
