It's a kind of Euphorbia... Wolfsmilk ( translation from Dutch)

Euphorbia characias ssp. wulfenii to be precise! ;)

I guess wiping the eye-gunk off the cat's face for his portrait was out of the question...

That face reminds me of what a friend of mine always says about housecats:
"If it was bigger'n you, it'd bat you around the room..."
