Sorry i dont have a clue, i didn't see any signs on it and it wasn't an open building either.
The steep railway in pics #3 & #4 is one of the few remaining examples of a Hay Inclined Plane. An ingenious piece of Victorian engineering to transfer tub barge cargo from one level to another. The vertical drop from the canal to the river is 207 feet. Without it you would need to go through multiple locks.
