I'm not totally familiar with the Digital Rebel, but if you can, look in the manual to see if there is a mirror delay timer (Anti-Shock or some similar name)
.....for my camera in the type of shot you are going for, I would set ISO to 200, my Shutter to bulb, Aperture to 11-16, and use my infra-red remote (I have no wired or cable remote release) to trigger the shutter open and closed, along with my mirror/shutter delay....
The mirror/shutter delay ensures that the only shake that the camera may "see" or "feel" will be the shutter curtains as they open and close (I can adjust delay of the shutter after the mirror lifts from 1-30 secs)........of course, you'll be on the sturdiest tri-pod you can get your hands on......I even hang my equip bag under it, to help stabilize things more......
