Re-enactors. It appears a modern fad to have them milling around near the aircraft (getting in the way of photographers/making interesting shots )

They were in the shots originally, DX have period dressed actors around the parked aircraft prior to the afternoons display at most of their shows

Indeed. They seem more popular at Duxford than anywhere else. Can make for interesting shots providing they don't overdo it & get in the blasted way.
