How do i expand?

got a few different possibilities at the moment, computer, lens, and other various sprting equipments

so

ive got a Canon EOS 350D with 2 lenses, the regular 28-80mm and also a 75-300mm Telephoto lens.
i am trying to expand my photography, trying to start to get some more arty shots, i have some ideas but the techniques are still beyond me, will a new lens of a different style help me?
or is it just a case of learning some new techniques and using what ive got already, certainly the cheaper idea  ;)

what do you think?

some ideas ive had are things like to go to the park very early morning a few days and using the natural mist/fog and the sunrise to try and create a nice effect, get some different light exposures etc. etc.

another is to go to the hotel that is directly at the top of town and get a photo from the top looking down the town having a long exposure so as to get some cars moving down town and to do this at sunrise/sunset to get some nice lighting and to get the lights on the cars.

what do you guys think?
and does anyone know of any specific ways in which i can accoplish this better?

Read and read and read more......there's so much to learn and the most important thing for you is to fully understand the relationship between Aperture, Shutterspeed and effective filmspeed(ISO).......once you have this together in your head, you go out and have fun.......imagination brings out creativity...... 8)

Night shots can be fun. Be prepared for long exposures and dragging a tripod with you.......find out your best aperture to use for different effects and shoot lots.....

On the street in front of where I live after ten o'clock at night in April...........Headlights  :o

thats the kind of effect im looking for!!!

it will be higher up tho for me
what settings did you use? and where can i find the relevent information so that i can work out the right shutter speed, ISO and aperture?
