Joystick Problems with Windows Vista

I have read the posts about moving the .cfg file from XP to Vista, but my problem is, my Vista is the first laptop I have owned since buying a Win98 Laptop in 2000!!! I know, I have a lot of catching up to do.
I saw another post about going to "Controls", but am not sure where to look for it.
Any help would be appreciated.
