Afternoon all... :)
I finally got the Commercial Level Simulations Piper PA-28R-200 Arrow 11 up and running.
Commercial Level Simulations say it is not up to their standards.
It's as good as anything I have seen from FS98, FS2000, FS2002 and FS2004.
Would like to eliminate the three passengers but not sure how to do that.
The Piper seems to work great for me in FSX and is just as nice to fly as some of the Default Aircraft.
Here are a couple of shots showing the Frame Rates which were set at 30 in FSX.
The clouds and weather take a toll on the Frame Rates.

FSWC...Flight Simulator Water Configurator
Aircraft is Freeware from Commercial Level Simulations and I believe available here at the FSX>Props Downloads.

So it seems that it was really the clouds that were killing your FPS ?
In REX, I suppose that you have the choice of the clouds resolution, don't you ? What resolution did you choose ?

The road res will not have any impact. However, the moving traffic might have quite an impact, so it might be a good idea to disable the road traffic in the FSX options.
Concerning your clouds, I still don't know what resolution you chose. Are these clouds 1024x1024, or 2048x2048, or 4096x4096 ? I believe there might be such a choice somewhere in the REX options, but since I do now have REX yet, I can't help you more than this. Let's hope some experienced user will answer you here.
I'm using 512x512 clouds. They look good enough and I can fly in overcast weather 160 kms draw distance without impact (or very low) on the FPS 8-)

The bigger the texture, the more work for the video card.
Displaying a bunch of high resolution textures on the plane is not a problem.
Displaying a bunch of high resolution textures on some buildings or on the ground here and there is not a problem either.
Displaying a lot of high resolution textures on hundreds (thousands?) of clouds all across the sky is totally different. Sure they look good, but they are also requiring more work from your video card. Thus the loss of FPS.
Normally, these 1024x1024 textures should look quite good already, and the FPS impact should be much smaller.
Also, just for tests, try the 512 ones, just to measure the FPS that you get.
In order to test, go the one airport, and use the "heavy rain" (or something like that) weather theme, in order to get exactely the same weather for all your tests.

I like how you complain about drop in FPS while you are twice as high as me...
