That is because you don't know how to use compression. Your images are half the allowed weight.

If you'd like to learn how to compress to a jpg ... look here

(In the mean time the allowed image weight has changed to 150kb)

Compression hurts any photos pulled from a 1280+ res to a 800x600 30k kb photo. The 150kb is tiny TINY as it is and your shots are way UNDER the limit. To preserve the full quality of a shot at it's native resolution it should be at least 2-3 mbs. ;)

You don't need Photoshop per se ... there are alternatives.

You would get much better results if you resize & convert them yourself. There are a lot of free graphics editors suitable for the purpose. To convert from BMP to JPEG "Save As" or "Save for Web" in the appropriate format. Even basic graphics editors have the option to adjust the compression of images in JPEG format to the desired file size while saving. Try Paint.NET or IrfanView to start with as I suggested. (Get the latest plugins for IrfanView which will give you the "Save for Web" option.).

The maximum allowed image size is 1024 pixel width. Most screenshots posted here are this size & compressed as close as possible to the max file size of 150 Kb. Quality depends on the subject as some colours compress better than others. If you can't get the results you want at 1024 try reducing the pixel width.
