Not the true Caspian Sea Monster. That seems to be the Lun with SS-22 Sunburn missiles.

It just skims the water by a few meters - have a look here: Ekranoplan.

ya.....the highest i have gotten the thiung was about 75ft above the water!......it kinda floats above the water at around 50ft.....it is really challenging to turn also!
