Sometimes it doesn't do the weird effect after I sharpen... It's werid... :-?

I have everything on ultra high, except traffic (settings for WOAI traffic)...

I got a Graphics card too, but, I still can't get it to work ?? heres what I got some guy sold it to me ,,,

I got a GeForce GTX 550 Ti.
Nothings working now because I need a new power supply. Hopefully I'll get it to work...
