What I do is:

1. Take the lasso tool and have a feather on about 5-15 pix

2. Select a good blur area

3. Have a slight Gauaaian blur of about 2

4. Use the GLASS distortion because ocean ripple doesn't look good

5. Play around with those settings when you get to the menu till it looks good...

...and that pretty much it! :D

It should look something like this:

Just be VERY careful not to over do it. It can ruin the entire shot if you do. ;)

If you duplicate the layer and do the blur on that you can reduce the opacity of the layer when done to make the effect more subtle, or use the eraser etc. You can just reduce the strength of the effect immediately of course, but only the last action - so it's best to use a new layer.

I disagree. The ocean ripple effect can be done to look very realistic depending on the size and magnitude of the ripple. I have mine both set at 9, and get a very nice heat shimmer effect.

I just don't like it because If you notice in your picture that it rips apart your tail which I don't like.

In that picture yes, it did distort that part of the tail section. I was still testing different ways to do it. I still use the same idea, just in a way now that doesnt make any part of the aircraft look like that. Just practice as with anything else.
